i started playing mass effect 1 on my xbox the other day and durring the cutscenes, the dialogue is extremely low and the background noise is very loud. i know that this was a problem on the PC version, but never found any answers for the xbox version. is there a way to fix it? is it a disk issue?

Have you at least tried the in-game audio settings? That would be the first thing to look at; if not, then perhaps your TV settings might be worth a look as well.

Individual games would have their own settings. I assume there is no standard they have to conform with in order to be released.
As far as I am aware that is pretty much all you can do. After release for I-don't-recall-how-many-years, any gamer fix would have been explored here and any official fix will not be forthcoming or has been released (you could try and find patch notes). If everything is at 100% I would suggest you change those if you haven't; I know I've changed mine so dialogue is loudest with music and other sound details toned down. If that isn't something you wish to explore then that is your decision to make.
In addition to few troubleshooters actually checking these boards you may find it would be easier to try and search the forums rather than posting.
