Glitching isn't the only issue w/vanguards. If the game is laggy, then there can be a devestating delay between when you hit charge and when you actually charge. Lag can effect all powers, but it is particularly bad for vanguards because they use charge to replenish shields. As for your initial question, it depends on what kind of vanguard you want to play, they all play kind of differently.

Nova: damage, halfblast, damage
AT: power damage/weight capacity, power damage, rank6 not sure - probably damage if BC recharge is about 3,5s I think
Fitness: all bottom for health

Weapon: Talon II with armor piercing and high caliber barrel
Gear: Commando package

Possible equipment (the higher the better):
Incendiary ammo
Power amplifier or cyclonic modulator
Pistol amp

I enjoy talon with lvl IV Inc ammo and power amp - easy fire explosions, armored targets, even banshees and phantoms are also relatively easy (talking about gold and smart play, not charging all you see).

The best build (in my opinion, so it's gotta be right) is the 5/6/6/5/3 Phoenix vanguard. Spec for shield pull in lash, and all damage/radius in smash. Use a carnifex and shield Gear to compensate for fitness.

Why Fitness instead of Lash? Lash has incredible utility on Gold, it gives you an answer to everything except a Ravager at long range. You can yank Rocket Troopers from behind cover, Engineers mid-setup, and prime/trigger combos without having to get in short range.

I'd go with 6/6/6/5/3 for a Phoenix Vanguard setup. You don't need as much of a buffer with a Vanguard since you can refill it at any time.

That is technically the only "glitch" i experience with Vanguards, but lag in general can really make playing a Vanguard frustrating as hell. It really does make a big difference if ur hosting for Vanguards. Especially Novaguards. The other ones can manage not hosting, though u will probably will still fall off the map here or there, and u might die do to charge lag once and a while. Still, its manageable.
