Okay, I don't know how to explain it. Just look at Saren. Then look at... every other Turian seen in the games.
Saren's appearance is quite different from every other Turian we've ever seen. Is there any apparent explanation for why he looks so weird?
Or did dear old BW just want to make sure we'd immediately be able to tell who the bad guy was just by looking at him...

Saren looked noticeably different from other Turians even in ME1. Garrus, the C-Sec boss, the Turian council member, Li and Qu'in on Noveria, all the Turians passersby. Saren's head fringe things are unique as far as I've noticed and I can't recall anyone else with Matrix style cables going into the back of their heads. I'm with OP, he got a different look to help make the bad guy stand out. And fair enough. He's an important character, I'd have wanted him to stand out as well.

He be heavily modified by the reaper he flies around in. Though he does look weird without all the metal junk too, looking at the cover of Revelation.Could be he is something like our albinos.

Nope , not exactly , if you had read the comics you would know he isn't the only one who looks different.
His brother looked quite alot like him , General Desolas Arterius from Evolution.

Is nobody mentioning the fact that his entire left side appears to be synthetic? Sort of glowing blue and tubey? His mandibles seem a little different too... related to that head band he wears?

I think Saren would have looked better if his original look was used for when Sovereign converted him at the last battle of ME.
Unless of course there is a back story as to why he already has all the metal stuff in his face? It would have to have been a type of surgery from a possible battle, as Nihlus would not have reacted calmly if he didn't already know Saren's face looked like that already.

After Virmire, Saren starts having doubts and questions whether he's indoctrinated. To strengthen his resolve, Sovereign implants him with Reaper tech. Saren's appearance matches the description of what happens to him after Virmire.
Unfortunately they only ever created one character model for him, so we never see him in an unmodified state. Most likely he was originally look different prior to the Reaper upgrades, just as there are two versions of TIM in ME3.
