Forgot to say it was just a supposition, knowing the phoenix armor comes from the same source, AKA mass effect infiltrator.

Cerberus uses custom made armor. It's not readily available, and Alliance forces likely wouldn't use it simply due to how readily recognizable those are as Cerberus.
Plus the Mass Effect: Infiltrator gear isn't even the same as that on the Phoenix Adepts. The helmets are wrong, for one, and there's several minor details which don't match up either. Notably though: the Infiltrator iteration of the armor has no "mouthguard" while the Phoenix does.
You want to see what most likely is going to be used? Look in the artbook.

The game resources exist for all of these armor sets, and with a different helmet for each it would be the "best fit" to make them look unique and interesting.
Or it could be the same as the Alliance Marines who accompany Hackett.
