Don't know why. I'm in Act 1 and have just recruited Merill. Haven't seen Sebastian near the Chantry and there are no messages on the Chanter's board. The DLC is authorized and everything, but Sebastian just won't show up.
Exiled Prince authorized but won't show up in game

I had this problem, and it was simply that I wasn't logged in. I'm not sure if this will help you or not, but it might.

Yep, that was it. I tend to avoid being logged in while playing games unless it's necessary. Thanks.

Note to others: Every time one adds "official" content to DA2, there's a one-time authorization check that need to be made with the EA servers. After that, one can go back to off-line/totally disconnected if one wants.
