The comparison isn't exact. While yes they are both biotic powers the fundaments behind them are severely different. Slam is a basic power, the idea behind it is similar to any form of throw, just apply a large amount of kinetic force in a single direction. Slam just happens to be "down." Dominate on the other hand is an ability to insinuate one's mental presence into the body of another organism and then control that organism via their own nervous system. Being completely honest, this is better described as magic than biotic science. Dominate as a power isn't exactly a mortal ability. While yes the lore say Ardat-Yakshi can do it, the idea is still there. The military of the galaxy, even the spectres wouldn't have someone with this kind of power. Not to mention it really does break the gameplay to have someone with that ability and then two others. <_< They'd just nerf the heck out of it in the same manner as Sabotage, and the idea that running rampant in someone else's mind does no damage is just ridiculous. That would totally destroy someone's mental processes. I mean you'd be lucky not to hemorrhage your brain!
