I don't think it is a setup.
You kill Howe and lots of his guards. Plus release prisoners which are influential in winning the Landsmeet.
I think killing so many people causes a disturbance which Cauthrien responds to.

The odd thing is, if Anora is setting you up to be captured, why is she the one immediately telling Arl Eamon that you need to be rescued?
Not that I don't think she's a treacherous **** -- she might not have tried to have me murdered, but she still can stab you in the back at the Landsmeet. And yes, yes, politically looking out for their own interests and all that. Except that turning on a political ally with no warning on the floor of the legislature is still considered dirty pool. She should have gone 'Screw you if you won't spare my father/support me for queen/etc., I am out of here', and done so. But smiling, pretending to still be on my side, and then coming in at the Landsmeet with a complete pack of lies makes her an untrustworthy politician, and sorry, but if I can't trust the integrity of the crown, maybe you ain't gonna be wearing it.
My theory, borne out by that camp dialogue, is that when Anora started to turn against Loghain, he told Arl Howe to keep her under house arrest and incommunicado for the duration of the emergency, but never intended to kill her.
