I don't think you can go to the Landsmeet without doing all of those quests first. I might be wrong but I thought htat is how it worked.
I haven't tried to play both sides, I sided with Harrowmont right away. I did have Bhelen's quest in my quest log until the end of the game (which annoys me).
I think there IS a bug related to these quests, at some point it should force a progression of one and end of the other quest.
ADVICE - Each time you enter a new area, save on "save 2". Play and save on "save 1" normally. BUT, if you get a game breaking bug you can restart that area and only lose a couple hours.
I learned this lesson well with KOTOR2 (not Bioware's prob, but Obsidean's).
Can we please fix A Paragon of Her Kind?!?!

I did the same thing, but in my completed quests portion it says that I did not complete the proving for Lord Harrowmont. The final battle of the Proving was beyond me so I left and did some other quests, in another part of the world, then came back, finished the Proving while selecting the responses that I fight for Harrowmont, and now I am stuck. I don't know if it was the act of leaving Orzammar.......

I have played both Harrowmont and Behlan against each other, but what I think is clear here is that you can initiate both quests, but before you go back to either, you have to finish one of them (so that you get only one option to spy). For instance, I went to Behlan's guy; he asked me to do the forged deed thing. I went to Harrowmont's guy; he asked me to do the proving. I completed the proving for Harrowmont and met with Harrowmont. THEN I went to Behlan's guy and told him I did Harrowmont's quest to spy (the underlying logic here is that you can't offer to spy until you actually have access). I've also done the same thing in reverse (initiated both, but finished Behlan's quest instead of the proving and then went to Harrowmont claiming to be a spy).
It seems like it would break the game if you went to one or the other for the spy option before you got access to the other, which makes a strange sort of sense because you have to keep in mind the overall problem: that you are not allowed access to either Behlan or Harrowmont without proving loyalty. You HAVE to pick a side initially to prove loyalty and get access. Once you have access to one, you can convince the other. I likely would never run across this game breaking problem because the logic behind the quest makes it sort of axiomatic that you do at least one show of loyalty.
But, this still should be fixed, because, obviously, a lot of people think outside the box. lol

Just chiming in that I also broke this quest on one of my playthroughs, though I was fortunate enough to have a save game to fall back on.
I agreed to fight in the proving for Lord Harrowmont, but after accepting and before fighting, I showed the forged documents to Lord Helmi and Lady Dace. After the Proving, Harrowmont's second wouldn't trust me and allow me access to Harrowmont because of the lies I told to Helmi and Dace, Bhelen's second wouldn't trust me and allow me access to Bhelen because I fought in the Proving against him. Offering to spy for either side didn't help either, because they would simply tell me to go find out what the other wanted me to do.

I think that's a little of an extreme stance, don't you? I mean... sure, THAT character is stuck... but you -can- make more than one character.

Simply because something allows you to do something doesn't mean you are meant to be able to do it. "In my programing days I was told a story about a Radiation Treatment Machine where the Software was designed a specific way. The soft ware gave specific instructions on how to use this machine. There were a few doctors that wanted the machine to work differently so they changed a few things on the main interface and a few of the options to allow for a variety of new treatments. The machine wound up killing, many of the patients. The software company was not at fault in any shape or forum because they designed the software to do a specific thing and have the user us it in a specific way."
On the other hand, if you are trying to prove loyalty to both sides why would you start switching side before you can prove yourself at all? In reality it makes sense why you can't get through the game. But honestly I've played through it 4 times now and never came across this glitch. Also you don't have to go to Harrowmont to be in the provings. If you go to the proving grounds with out choosing a side it allows you to fight for Bhelen or the fun of it.
Just my two cents.....

I have completed 95% of the game..first run through..It appears that everything is in place as it should be but 'A Paragon of Her Kind' is still stuck in the Orzammar Active Quest List. It doesn't appear to have bugged the game..after I finished Orzammar in support of Harrowmont, the only thing I didn't do was the Proving in support of him, I completed all of the quests for both sides then chose Harrowmont once I finished the Anvil, when I walked outside I got the vision of the demon and then we were attacked in our camp. So...after that long drawn out explanation it appears that the only bug for me is the quest moving to the completed Journal. I looked up this thread to see if there was something I missed...I'll re-post after I finish Redcliffe...I am cleaning up all of the side quests first. Missing three darn Garnets.

I got stuck in this quest.
What happened was, in my third play through ive been playing "Dwarf Noble" storyline. The two other play throughs i sided with harrowmont and experienced no problems.
Now however i wanted to get my character to be king off the dwarves, so, since there was an option to side with neither harowmont or bhelen, i chose that. I played through the proving suporting myself.
now i am stuck. theres no continuing the quest for harowmont, and the assembly is locked. basically because ive finished the proving, and havent chosen a side.
Why is this even possible to do if it breakes the quest line? Even more gamebraking since it chops the red thread of the entire main story. I hope there will be a fix for the problems in this thread very soon.

I also have had problems with this bug. I had played the game trying to view all options before deciding which side to take, but after doing that I cannot choose a side, be it Harrowmont or Bhelen, both give me the response "Get lost Duster" or something along those lines. I also cannot progress with Oghren, he tells me we cannot go into the Deep Roads without a king's permission. I also cannot call for the landsmeet and skip this progress and my last save was about 30 hours ago. Please fix this bug.

My issue with this is that I have clearly crowned Harrowmont as king and it still shows as incomplete. He is even sitting in the Throne Room of the palace, wearing the crown! I am not stuck. I have everything else done to this point. Because of this, I cannot do the Landsmeet.

I cannot go any further in the Landsmeet quest, because the Paragon of Her Kind will not check complete although I have given the crown to Harrowmount and can clearly see it on his head. I am playing this on my playstation and the last saved spot was about 20 hours earlier. I really do not want to redo all of that. Is there some sort of download or other way that I can fix this PLEASE!
