I read that the game is buggy and doesn't load/display high-res textures correctly (and this may be the root cause of the complaint that the game's graphics are poor), even in 1.02. I've also read that there is a player-created mod that fixes the high-res textures, but they declined to mention where I could find it. Where?

The only user-made mods that I'm aware of simply scale the textures to a higher resolution. In my opinion, they look very grainy and kind of terrible. BioWare should really release an official patch for this, or at least an optional, supported mod.

I believe the author just put them through a Sharpness filter.

There are two in the works:
JBTextures just uses a filter method in Photoshop to make them sharper and not blurry (for the backgrounds and environments). In some cases this is better..some not.
HiRes by 4aces is the true HD mod but this only changes creatures, NPC's armor, clothing etc... because BioWare has not released proper HiRes textures (that should have been released with game but were removed due to performance issues and probably console ports issues).
Look above for a petition by 4aces to release the Hi-Res textures..these are needed before a true HiRes pack can be released (You may know 4aces from his other texture mods like Fallout 3 etc)

So it isn't a bug? Performance issues sounds about right. I have 4ghz i7 920 and a gtx 260 and the framerate still dips way below my monitor's refresh rate of 60, particularly in the more lush environments (brecilian outskirts and the village in the dalish origin story). They should have gone with a tried and tested engine instead of making their own.
