Not really. You attack an enemy's weaknesses, not his strengths. 

You attack an enemy where he's weakest yes, but you also need to undermine the enemy's strengths. And training centers and academy's aren't exactly the most heavily fortified places in military doctrine. Thus, attack Rio De Janiero, undermine humanity's ability to train more N7's operatives.

I'm happy that it's not a slum, there's more things here than slums, like N7 bases, we have one in every city =P

I loved how the map have a green sky and the base have a yellow tone, just like our flag ^^ Would love to see some kind of easter egg in the map...
