2 Reasons why alliance Phantoms make sense

Reason 2 Their are new ex cerberus forces fighting with the alliance or probably joining the alliance so the incorporation to have a alliance phantom for shadow doesn't seem like a bad idea

It wouldn't be a "black" operation if it was publicized or easily linkable to the sponsor.

If it were to be "new ex-Cerberus forces", that's one thing.
If it were to be some unique special branch of the N7 program, that's another thing entirely.
But as it stands? This is supposed to be a generic N7 operative. So why do they have a notorious thief's signature skill(Shadow Strike) and swords?

They don't really share tech since both have evolved since Cerberus stopped being an Alliance black ops, but they'll still try to reverse engineer the other side's tech and utilize effective tactics.

That's the conclusion I came to. We also have Cerberus defectors(Who would share info on tech) and I think one of the operation's flavour text mentioned we captured a few Phantoms. They wouldn't talk, but we could study their equipment.
and once you make this fancy new tech, who better to field it for the first time than your most elite operatives?

Cerberus' operations were not interlinked. The individuals which Jacob was guarding are proof enough of that, saying that they only had "one piece of the puzzle" but managed to put it all together when they started stealing information on the other projects.Cyonan wrote...

As for the Phoenix Adepts:
Soldiers don't have the same technological knowledge of creating their equipment that the scientists who develop it do. They use two different skill sets, soldiers need to know how to operate and feasibly maintain it but the actual production is different.
