Reason 1 Was cerberus not originally part of a black ops group that did work for the alliance so wouldn't it make sense that the alliance has their own phantoms

Reason 2 Their are new ex cerberus forces fighting with the alliance or probably joining the alliance so the incorporation to have a alliance phantom for shadow doesn't seem like a bad idea

Cerberus has come too far from the black op to matter in that capacity...

Reverse engineering.

"Black Ops" groups are those which governments go to extreme lengths to maintain a deniable distance from.

It wouldn't be a "black" operation if it was publicized or easily linkable to the sponsor.

Here's my problem with the idea.

If it were to be "new ex-Cerberus forces", that's one thing.
If it were to be some unique special branch of the N7 program, that's another thing entirely.

But as it stands? This is supposed to be a generic N7 operative. So why do they have a notorious thief's signature skill(Shadow Strike) and swords?

Well then alliance phantoms kinda suck since they don't have palm guns, hope shadow strike and whatever slash can make up for it.

Still I don't see why the alliance phantoms would be a big deal to argue about their are a few decent reasons riding for why the alliance would have them

it's been asked for since the games release. Bioware has actually taken community suggestions as far as I can see. so yep. It's pretty sweet.

The main reason I think of is that the Alliance would try to come up with some variation of the Phantom after seeing how effective the Cerberus version is.

They don't really share tech since both have evolved since Cerberus stopped being an Alliance black ops, but they'll still try to reverse engineer the other side's tech and utilize effective tactics.

The Kai Leng wannabe does.  They are similar in most ways... one charges and is primarily biotic, one cloaks and is primarily tech.

Another good reason after the alliance has seen the cerberus phantoms they would want to get their own or find a way to utilize their tech or training another good possible reason

They should put some more in their breasts though.
Maybe in the next DLC.

That's the conclusion I came to. We also have Cerberus defectors(Who would share info on tech) and I think one of the operation's flavour text mentioned we captured a few Phantoms. They wouldn't talk, but we could study their equipment.

and once you make this fancy new tech, who better to field it for the first time than your most elite operatives?

Or maybe Cerberus stole some prototype armor and tech from the Alliance that was supposed to make their version of the Phantom and then the Alliance project was delayed because of the invasion.

Breasts?
Nah, man, nah. You go it all wrong.
What this game really needs is some phat booty girls.
Not the white version of a big booty. I'm talking about big thick ghetto booty.
The kind that make grown black men faint like a dehydrated little girl at a Justin Bieber concert.

Cerberus' operations were not interlinked. The individuals which Jacob was guarding are proof enough of that, saying that they only had "one piece of the puzzle" but managed to put it all together when they started stealing information on the other projects.

As for the Phoenix Adepts:
Soldiers don't have the same technological knowledge of creating their equipment that the scientists who develop it do. They use two different skill sets, soldiers need to know how to operate and feasibly maintain it but the actual production is different.

and I think one of the operation's flavour text mentioned we captured a few Phantoms. They wouldn't talk, but we could study their equipment.

We captured a few Nemesis, per the SP campaign.

Their heads exploded due to flashbangs implanted within their goggles.

Because their smexyness is a reason to add them.
