um I'm not talking about sex so why are you guys bringing that up when I'm only talking about why it makes sense for them to be added O-o?
Because beneath every thread on this forum runs a raging, frothing sexual undercurrent that in many cases breaks to the surface. Especially when Asari, Quarian females, Phantoms or Nemeses are involved.

It's absurd space magic. MP is increasingly telling lore to go **** itself.

Cerberus' operations were not interlinked. The individuals which Jacob was guarding are proof enough of that, saying that they only had "one piece of the puzzle" but managed to put it all together when they started stealing information on the other projects.Cyonan wrote...

Another good reason after the alliance has seen the cerberus phantoms they would want to get their own or find a way to utilize their tech or training another good possible reason
That's the conclusion I came to. We also have Cerberus defectors(Who would share info on tech)
As for the Phoenix Adepts:
Soldiers don't have the same technological knowledge of creating their equipment that the scientists who develop it do. They use two different skill sets, soldiers need to know how to operate and feasibly maintain it but the actual production is different. We captured a few Nemesis, per the SP campaign.and I think one of the operation's flavour text mentioned we captured a few Phantoms. They wouldn't talk, but we could study their equipment.
and once you make this fancy new tech, who better to field it for the first time than your most elite operatives?
Their heads exploded due to flashbangs implanted within their goggles.
The defectors still have some basic understanding of Cerberus tech, and could be useful. We could also use the rest of the body that didn't explode to study the tech. Other than that, just standard humans seeing somebody else doing something effective and utilizing it for themselves.

Because a plublic forum.
That's why.
On topic though. I find it kind of funny they introduced these because I'm pretty sure they went with the whole Cerberus-units-self-destruct-upon-capture-making-us-unable-to-find-out-about-their-implats thing specifically to avoid creating characters that fight like Cerberus Units.
But here they are.

Dear Japan
Thank you for your feudal era. With introducting the Katana™, you created the single greatest theme ever. Theme, that says, that no matter the circumstances, the deadliest weapon in any arsenal is a Japanese feudal era sword, even in the Sci-fi worlds of FTL communication and guns being able to destroy whole planets, there's always a place for a badass sword duel.
Combining Katana™ with another ever-fresh theme, the Hot Babe™ is not an uncommon sight. What is really Mass Effectish about Shadows, is the Bucket On The Head™.

Kai Leng took some time to recover from his implants. So somehow, the tech is replicated, transferred to Earth, implanted by operatives there, and they instantly recover?

No, the lore just incorporates camp themes.
Also, MP and the lore? Claims dismissed.

Even though women say this happens a lot. I've never seen it or done it. I personally think it sound exhausting to talk about sex for 20-30 minutes while shooting stuff.
Anyways, if people do it that it's because they're trolling you and no other reason.
Plus girls do the same thing.
