They can be, certainly, but there's a reason Tactical Cloak gives a bonus to sniper rifles and not swords.
Vanguards, as close quarter combatants, utilize their powers primarily. It's why we saw the human Vanguards using the "Nova" power.
Well TC gives greater benefit to melee than it does to sniper rifles. It's evolution 5.
Obviously you never done stealth take down with your infiltraitor before then
Anyone can do "takedowns"--if you're applying to Grabs(which is arguably the only thing which would apply here).
Outside of that, Tactical Cloak is not a true "stealth" tool.
It's a tool for disruption and misdirection.

Yeah, wouldn't be hard for the Alliance to round up all the Cerberus troops who'd used their Ocular Flashbangs on themselves. They wouldn't need the actual people, just all their gear. That's what bothers me. Why in the world was it necessary to introduce this?

You can't "reverse engineer" a person. You can reverse engineer their equipment and you can mimic their tactics, but then you're just creating a faux Phantom.
Ask your average soldier to explain to you how to manufacture their standard issue rifle.and and th ex cerberus agents probably know something about it
