ME3 was actually the first time that I actually liked Udina. When he betrayed everyone, and I learned WHY he did it, I actually felt kind of sorry for him. Would have still shot him in a heartbeat, but I would have regretted such a waste of life.
All in all, I think Udina was written well, and the only improvement to it that I can imagine is if there had been some dialogue after the event discussing his motivations, and Shepard reflecting on how fear can drive decent people to do terrible things.

I too actually started liking him, especially near the beginning when he's all determined not to let humanity fade out without some kind of fight, calling in all the favors, etc. Made his betrayal even more jarring considering the "political ****storm" it would've caused with every Council race.
