Udina outright lied and lured Shepard to come back to the Citadel, then betrays her, almost dooming the galaxy. Plus in ME2 he is outright rude no matter what, I did not fall for his act in ME3 and knew he had something dirty planned and what do you know, I was right. The two events are not even comparable. By that logic, you should've expected that the Council was evil and secretly working with the Reapers.
The Council didn't believe Shepard about the Reapers either, does that make them evil?
