You still CAN, but it's all about probability. Less Rare old weapons gives a greater chance for New Rares.
Ex. 9/14 > 9/23
Less possible outcomes, the better.

I was under the impression you only got Level IV ammo powers when ALL of your guns and characters were maxed(rare). Gear on the other hand is different becuase it is not a primary drop. So, if this is the case I was thinking I would see nothing but the new DLC in my PSPs with an occasional sprinkle of an UR.

I hope as well, since I REALLY want to try those new classes, but I am doubtful about that.
Those new ammos could just "replace" your already maxed characters, being able to appear even so there are new rare characters you didn't get.
Shall see that once I buy my first PSPs when this DLC is released.

Indeed. Either way, the more credits I save will give me a better chance of getting what I want when Tuesday arrives.

Sorry to disapoint you, but no. I just maxed out my rare characters last night (my rare guns was already maxed out ), and I have to say I got level IV consumables (4-5 times) before I maxed out my rare characters.

Overall - 169 golden cards.
If every PSP will give 3 rare cards, it will take at least 57 PSP's to unlock all new stuff (5.643 mil).
If half the gear will be uncommon, we will have 139 - 144 rare unlocks -> 47 - 48 PSP's (4.653 - 4.752 mil).
Of course, this all very approximate calculation, so it will most likely take a lot more credits to unlock all rare stuff.

Yes, as long as it is a rare. You are guaranteed a rare character or weapon card if you have not maxed it out, it isn't until then that you get spammed with level IV ammo.
Several people have reported that they did not get level IV ammo until they maxed their rare character and weapons, myself included.

I want my characters maxed, not caring too much about the rest.

Gear not being a primary drop is a mixed blessing. When you are trying to unlock cool stuff, its a plus, once you have it, it drops about as often as a UR.
