Can't find anything related to this ability besides a vfx being applied. Where is the attack penalty being applied ?

Took some time but managed to find it.
Look under _Core Includes--->ability_h.nss----->Ability_HandleOnDamageAbilities function. It also has other onhit effect scripts including waking from sleep after being hit, etc.
This function is called by the rules_core script during EVENT_TYPE_DAMAGED
