Short answer: no.
Tali and Garrus' 'romance' is just a scene where you can catch them embracing in ME3 - if neither of them have been romanced. That is all. No other two companions over the trilogy will hook up together.

No, though I think Bioware could have gone that route and it would have been believable.
They both have similar outlooks and alignments, and Kaidan at least admits to finding Liara attractive in ME1.
