There were many soldiers on Earth during the final battle. Many of them gave their freedom, their lives so that the Reapers could be defeated. But none of them had sacrificed quite so much... as the Galactic Yellow Pages Guy. You know who I'm talking about, the lone comms tech officer standing in the burned out building during Priority: Earth, the brave man who let us all share our final words with our beloved ME2 characters.
The man who stood by while Jack told Shepard she wanted to get laid, while Miranda told Shepard to find her, indeed, even when Jacob lied to Shepard about his kill count, Galactic Yellow Pages Guy made all of that possible.
"How did he receive all of these character's contact information?" You might ask, but it is not a question any mere mortal can answer themself, for Galactic Yellow Pages Guy transcends all traditional definitions of mortality. He is omniscient, he is omnipresent. Not even a combination of Chuck Testa, Batman, and a honey badger can withstand the might of Galactic Yellow Pages Guy.
Indeed, even the Shadow Broker is but a small fry when compared to Galactic Yellow Pages Guy. All hail he and his almighty ability to locate random tidbits of information.

Actually now that you mention it I think they're voiced by the same guy.

That guy is a ****ing wizard. I have no idea where the hell Samara went, but that beautiful man got her in range, with a little holo-phone, and she picked up on the first ring. And Steve Cortez could have crash landed in the middle of the English Channel, but Galactic Yellow Pages Guy, or GYP, put a comm in that pilot's hand.
He kept a straight face when Jack demanded Shepard get back to her so she could get laid. He's a professional of the highest caliber.

I admit, I'm a little disappointed in some missing options. Either GYP dropped the ball or even his magic wand failed him.
Specialist Traynor must have been on the can during final role call. And I know Kelly Chambers changed her name, but she could have had the decency to pick up the phone while being liquified (again) into proto-Reaper goo on the Citadel. And some calls to the afterlife for Mordin and Thane and Legion. Pure laziness.
