I know some may not consider it a romance but Dracula (1992?) was the first, yet only movie to entice me with a romantic plot or sub-plot.  As the tagline was: Love Never Dies.

That one where the girl meets a guy who's really nice and stuff, but she has relationship issues in the past so she's not trusting, even though he's a really nice guy, and then she leaves him because she's scared, and he convinces her to come back, and they get married, and have a million beautiful children together.

So, y'know... Like every other movie ever made.

That.
It's a romantic film, but doesn't spend it's entirety revolving around that romance. So yes, "fat kid and the dog" do not qualify as a romantic part of the film. More like comedic relief.
