Isn't it strange that it is being released on the day of the weekly balance changes as well?

Where have you been for the last 5 years? DLC (for all games) is almost always released on Tuesday. Bioware chose to make balance on Tuesdays (though they are delays on occasion), either by design or coincidentally.
