The reason why GitS has that look is based on Shirow Masamune's style and he is the IP owner of GitS, which is why we get some of that quality in shows and movies. Funimation has a lot of varying styles that they can pull from just any other Publisher can do, but they're one of the few that can produce a handful of their own series. Btw Production IG also had Gonzo to help them in GitS since the release of the 1st series.Shaleist wrote...

The only real exposure I've had to anime is from Adult Swim so my base exposure is very low but in every show they've had on there, there's always the guy with the glasses. It's done by the same people who did Ghost in the Shell, so it's gonna have that same style, which I kinda like. Just be glad it's not being made by the same artist of One Piece or something, then you REALLY have something to **** about (note: said art style is fine, but NOT appropriate for Mass Effect).
As for the voice acting, remember that all you've heard up until now is ONE person talking. There's no way you can adequately judge the voice acting of an entire series on the merits of one guy doing one trailer who may not even make an appearance in the anime itself.
