You don't need the Catalyst, but if you must, the Catalyst should have been that AI program that you free once you defeat Harbinger the first of the Reapers.
The AI Protocol that was locked away by Harbinger because it was gonna provide them with alternatives. Or something like that, then it would have made sense.
But nope, we got the God Child that knows all and controls all except flipping three switches.

If the Catalyst had been more like the girl (CAL) from the library double-episode of Doctor Who (love those episodes!) then I think it would have been tolerated a lot more by the fans.

Edit: Alternatively, going purely by their vision (with the Cat taking the form of the boy due to Shep's internal demons or whatever), then I would have liked it to actually be several different people: Basically shifting throughout the conversation/scene into different people who Shepard has lost/failed/been affected by. Imagine having a Saren cameo amongst other things for example.
