It looks like Missile launcher uses a diffrent charge system, rather than a global cooldown. From what I can tell from the video, you turn it on without cooldown, the rocket "warms up" and charges, then you can release it anytime you want, again without triggering the CD.

Devastator? Passive.
Multi-Frag? Grenade Power.

It doesn't really matter, because one of the power is a grenade and the other is activation/deactivation like hunter mode.
But if I'm correct, you probably can use powers during the warm up time, but you can't release it before the warm up is finished.

Watched it again. Missile does have cooldown, but its before the release. You can activate witha normal cooldown it, a red light shows up in the armor. Its very short though.

Actually I think it's passive. In the video the dev tries to melee a cannibal but the missile interrupts him, it didn't look like he intentionally shot it. Also, at one point you hear a beeping sound when the dev takes cover, which I assume alerts the player to get out of cover so that the missile can fire at the enemy.
