Some guy in Baldur's Gate 1 was telling me that he was from Neverwinter.

Are Neverwinter Nights and Baldur's Gate part of the same universe?

I know they're both franchies from Bioware...

Yes, they're both part of the Forgotten Realms fantasy setting, and both lie on the continent of Faêrun on the planet Toril. The setting of Baldur's Gate is the Sword Coast. Neverwinter is in the adjacent area of Sword Coast North. More info can be found on the Forgotten Realms wiki, that also has a world map of Faêrun, alas in low-res due to copyright:

And the comment in Baldur's Gate was indeed a deliberate trailer for the forthcoming (at that time) game of Neverwinter Nights.
