He's ol' N7, trained before the Reaper Threat was known, and with older tech. Heck, if he's Biotic, he went from L3 to L5 after his death. That has to mean there's a whole lotta new tech that N7s get now.
Plus yeah, he was under house arrest for what, 6 months? And obviously didn't keep up on his workouts.

Shepard's so badass, s/he does even NEED all that fancy N7 coolstuff. Besides, it would just get in the way of dat alien lovin'. S/he needs to be able to take off that armor fast.

You know, I was thinking the exact same thing OP... makes you wonder what the whole N7 thing really is. Is it supposed to be like the new multiplayer characters, or is that OTT for the sake of having some shiny and awesome in the game? Or are N7s meant to just be highly trained soldiers like Shepard?
