The following behavior has happened to me many times.
I speak with a vendor, he has a manual (like "Manual: Beserking" for example), I purchase the book, then reload the game. The vendor no longer has the manual.
This seems like a glitch. I'm not even sure if I still have it, because when I DO buy it, I don't even know where to go look to see if I have unlocked it... what is a specialization anyway?

You unlock the specialization the moment you purchase the manual. It will NOT appear as an item in your inventory. You may view specializations for a certain character via his talent screen or when leveling up.

That's because you only have to unlock a specialization once, it's account based, like achievements. Just like you keep an achievement if you reload after getting it. Books will only appear on vendors if you are missing that spec. Some specs are taught by companions, some are learned by books, a couple are available either way, and the rest are quest rewards. Spec points are obtained at lvl 7 and 14.

So you can reload the game and get your money back?
And this is not a bug? or on oversight?

No, it's working as intended. That way on subsequent playthroughs you can get specs when you got the points and want them for your particular build, not when you finally find them. Having to hunt them down once is enough trouble. The books are cheesy and likely just the result of running out of time to implement more quests.

Yes, and no - at least not in terms of them not knowing about it. e.g., I wanted to unlock blood mage but didn't want that character I was playing to go through that dialog tree and whatever game decision/impact results from it. So I unlocked it through dialog, then reloaded from a prior save. When I make my evil mage I'll have Blood mage available, without having to sacrifice my good mage to get the unlock.
