It wasn't closure. All he did was giove voice to why it isn't closure
Closure is "Shepard is dead". Closure is not "Shepard lives under specific circumstances in one of the endings" since that doesn't actually close anything, as it leaves quite a few questions unanswered: How is Shepard rescued from the Citadel? Does Shepard retire from military service? Does Shepard reunite with her/his LI? Do they have kids? What are the names of the kids? What else does Shepard do? etc.
I mean, hell, the Control ending doesn't even deliver closure. Since we never get to see what Computer Overlord Shepard says to its friends.
