The best 3d modeling software I've used is 3d Studio Max, but I haven't had my hands in that for a long long time. And 3d Studio is quite an expensive program. A legit copy of the full version can run anywhere from 600 to 1000.00 dollars. How I got my hands on a copy....is my secret, lol. No seriously I wouldn't be that cruel. I had a friend who had some contacts who worked in the field of animation and different things where they used a whole slew of different types of 3D progtams, so he was able to get me a copy..........Which over the past 15 years I have since misplaced. But that's my story.

As far as I know, the only program that has been successfully used to edit game models is Lightwave, using tmp's import/export plugin. Haven't gotten it to work yet myself though...
If you're not looking to import the model back into the game, try tazpn's tools.
Edit: That said, while it's possible to export various armor models (your character's body), I don't think you can export your character's head. Head morphs are stored as .mor files, which I don't believe can be converted to any type of 3d model file.
