You're not the first person to rage here and wants this sort of penalty added. And in the end it's a completely terrible idea since you're penalizing people who have already received enough of a penalty on top of it.

Please think about the implications of what you're asking. Not everyone quits on purpose, especially not very late into the match.

Twice this weekend I died from something incredibly laggy, only to get booted/disconnected. Chances are on wave 10, someone isn't quitting.

1) I got disconnected. Not my fault.
2) The game was so horrendously laggy It cant even be considered playable. By this I mean you shot at something that is running in place for 3 seconds only to find it running in place again but this time 10 ft away from the last spot and this repeated indefinitely the whole time.
Cant really be blamed for wanting to leave for the second either.

As for rage quitters, I have seen people leave in silver, not that often and to be honest it's not a big deal, generally can get through with three, haven't had a host quit in a long time.
I guess the answer is to add friends, there are plenty here willing to play all levels or the Legion group

There should not be a penalty because the servers aren't that great, lots of people get disconnected. People in the technical issue forums (including myself) have had problems with the game freezing during multiplayer.

My favorite quitters are those who drop in embarrassment after getting downed very quickly at the beginning of the match. Usually a krogan or vanguard who flies directly into the first spawn and gets mauled.

I was angry, sorry for the generalization and calling EVERYONE worms. that was pointed to people who rage quit, and you can tell when that happens.
I know disconnections happen, but there is a pettern when people quit in wave 3 or 5... and no, I dont check the loadout of other players that often. But strangely quits happen when things heat up and lets say you got 2 dead in wave 3,... or 5.Or its a goddamnwave 10, I'm the only one alive, there are 2(maybe 3, cant reccall) banshees, 2 ravagers, one brute and 2 marauders left. You know it will take some time to cope with that, I can take it, but it will take me some 10 minutes longer to finish the round... and then people start quitting... sheesh. After I used medi, launchers to get in the hot spots to try and revive 'em it makes one angry I tell you.
And that is why I wrote there should be some system to tell if anyone is quitting on puropse. Telling us ping/latency would be nice too you know? We could see what is our 'distance' to the host...

Let's face it,this game is not exactly a marvel of achievement when it comes to handling multiplayer lag.Given that this is a P2P game,the effects of lag are even more pronounced.
You can't tell just from looking in the lobby whether you are going have have a high latency with the host unless they indicate their country somewhere in their nick.If it happens that the player(s) has high latency to the host, they might initially try to bear with it and see how it goes.But if the lag issues prove to be too much(resulting in alot of unwarranted deaths) for them after a couple or more rounds,they might just decide to quit altogether in fustration.
Note that just because you might be having a lag free experience with that particular host dosen't mean the other 2 on your team are experiencing the same as well.You could be nearer to the host in terms of latency while they are further away.
As for penalty,it is too restrictive.Others might have to just suddenly leave the game due to sudden IRL stuff or the more common disconnects.You want to punish such people together?

You brought up a very good point.If there is one other reason I would quit a match halfway other than lag,this would be it.
I have no issues with very low N7s (<120) playing in gold matches provided they actually know what they are doing and are willing to put in genunie effort.Just because they have a black widow 1 dosen't mean they are ready for it.
I will start the match with them but if it turns out they are dying too often early in the round due to inexperience(ie situational awareness) or a lack of punch (low level weap/mods without amps,etc) and they expect to be carried to the end of the match in such a manner,no way I'm going to endorse it by sticking on.If they don't even bother to use their nuke or gels, I don't even have to think about it,I'm out.
So I should be punished because I refused to stay on in a match to carry a scrooge who can't do diddly squat even though I gave him the benefit of doubt in the lobby?Hmm,maybe I should start vote kicking low N7s as a protective measure then.

And what good would that do? Am I at fault if I'm dropped into an ongoing Gold game with my lvl1 character, although I searched for Bronze? Or if I'm in a game with a child screaming obscenities into the mic, or if the game is incredibly laggy and/or not registering my attacks?
Those are all legitimate reasons to quit a match.
