1) He's late to the party and yet he manages to act like a bro to Shepard right from the start when others worked their butts to build a natural, closer status with her during ME1 and ME2. Yeah, Shepard did something half a year on Earth and got to know James but it still felt forced.
2) I miss a reason for him to be on the board. He isn't special, he is a random marine without an interesting intel/background/anything. Why does Shepard need another soldier at the eleventh hour again? I talked to him between missions but like Roamingmachine said, he didn't exactly demonstrate a faculty to gain an officer rank. Traynor had a purpose (comm spec), Steve had a purpose (driver), Allers had a purpose even if terribly under-used ("PR" for public morale boost).
I don't hate him, I just don't care about him enough. Looking back now, he seemed to be there only blocking well-established characters in.
