Maybe not join the Hightown society but I think he would like to live in a place where there are no rats around and cheese doesn't sit in the same spot for over a year.

Everyone makes mistakes.
Gamlen is still family and and he helped the Hawkes when they needed. Letting him rot in Lowtown while the Champion has a mansion all to himself; and possibly the LI; just sounds exceedingly cruel. I would have liked the option to invite him to move in after they bonded over Leandra's death.

While an invitation conversation would have been amusing to see, I do get the impression that Gamlen prefers to be on his own. Other folks on this thread have already provided some valid reasons for why he might prefer Lowtown over rubbing shoulders with Hightown nobility.
In the very least, I figured it this way - considering how many trips he might be making to the Blooming Rose, I doubt that he wants to be shuffling back to the Estate in the wee hours, smelling of booze and perfume, to find his niece/nephew leaning against the banister, waiting for him with an arched eyebrow and a smirk.
I think this pretty much says it for me. I never exactly hated him for what he did, he did most of it to himself and owned up to it for that I can respect him for. He seems to want to live on his own though, perhaps he feels guilty for what he's done in the past. Though after his quest in act 3, I feel he's getting himself together, he just needed a push is all(better late than never)
