It's not necessarily political, though it can be.
There are valid reasons why people may want more ethnic diversity other than some kind of "agenda".

I don't think she was doing this at all.
Her comment was about society and not individual white people and she never said that white people are inherently racist which would be the same as saying that if you are born with light skin, you will automatically be racist regardless of the type of society you are born into.
Plus, honestly, it's not just white people who perpetuate systemic racism...they just typically benefit from it even if they don't want it.
