I just spent 4 million credits, and all I got were AR omni-blade, PIstol cranial trauma sistem, Pistol ULM, SMG recoil sistem and SMG High velocity barrel. Other mods are not shoving up in packs, all I get not is level IV consumables.

Is it just bad luck or all other weapon mods are glitching?
