I am new to this whole thing and have no idea how to install one. can someone please tell me how to do this? thank you it is much appreciated

That depends on the mod.
There is a great community based tool called DAModder. You can find that here:

If you don't want to use that tool, then how you install is almost always included in the Readme.txt of the mod. Some mods require you to place files in the override folder, others require you to use DAUpdater.exe which is located in your /Program Files/Dragon Age/bin folder
