That's a reasonable guess. Another is that it is Cyric and a bunch of his buddies planning to ensure that all the Bhaalspawn are wiped out in such a way that Mel doesn't profit from it. Or it could have been the Bioware Board of Directors planning to make the PCs life even more difficult in a never to be BG3.

They're nobodies.

David said they were just generic people created to represent some sort of conspiratorial threat. They hadn't yet finalized the story for ToB, so they hadn't yet created the five.
