Pretty sure the updater he is referring to is the normal 1.04 patch. There is no other program you need to update it. There seems to be a lot of people on the internet having this is issue. We need to make Bioware aware as they don't seem to read or respond to these forums. Contact as many relevant bioware staff as you can please people, let them know!
I must say I am disappointed with Bioware, why bother to have forums if they aren't checked at all?

Tried loading from different saves, tried running with different companions and also didn't use any DLC equipment. Just seeing if any of it made a difference....as you can probably guess. Nope. XD
Seems to be SOL at this time. Even tried alt+tabbing out and back in (not to mention hammering on the Esc button...lol). Loading screen--->freeze.

Absolutely ridiculous, Bioware.
I just reached Act 3 on what was to be my "definitive" DA2 playthrough, have encountered this bug and am unable to continue.
The wiki claims the developer console can be used to circumvent this bug but I've had no such luck. Unable to continue the game after sinking yet another 30+ hours into it. Why on earth would I pay for MotA now? Or DA3 for that matter?
Broken pre-order bonus/DLC content making the game UNFINISHABLE... that's not acceptable. It demands a fix, or at least an apology.

UPDATE:
When I had more time, I reloaded from the beginning of the Act, and did everything over again, pretty much the same as I had the first time I hit the bug (which for the sake of completeness was: Went directly home after the Orisino/Meredith confrontation, read my letters, talked to Aveline, travelled via the map to the Hanged Man, spoke to Isabella and Varric, added them to my party, travelled to Darktown and spoke to Anders, added him to my party, travelled via the map to Hightown, spoke to Delilah Howe outside the Chantry, entered the Chantry and accepted Sebastian's quest, replaced Varric with Sebastian, used the map to get to Hightown (Night), fought a bunch of Bloodragers, entered the Viscount's Keep, fought the resolutionists, BUG.)
However, this time, I saved before going into the Viscount's Keep. So I fell back to that save, walked back to the Hawke Estate, turned back around and went out immediately back to the Hightown (Night) map, but replaced Anders with Varric. Then I went and did the quest and everything was fine except it skipped a line of Isabella's and she was invisible for a second, but the cutscene played and ended and everything went fine.
So possibly
1. Having Anders in your party causes the bug?
2. NOT having Varric in your party causes the bug?
If I have some free time I might keep testing different party combinations and see if the results vary at all.

I too tried different party members (not all possible combos, mind you...). First time I hit the bug, I had Fenris, Anders, Sebastian. Second time I had Fenris, Sebastian, Aveline. Third time I had Sebastian, Aveline, Isabella. None of these changes made a difference. I also reloaded from various saves through Act 3 (though I didn't go all the way back to the beginning). I posted on the new EA HQ link, this issue. I also encouraged them to take of the "solution" link, since this has NOT been resolved.
I will try a few more combos with this Hawke, but I think any new testing will have to come from a different Hawke. I really like this particular play through (minus the glitch), and I want to try and enjoy what I can out of it, even if that means skipping the quest in question.
