 Seriously, I think I hold the record for worst luck in this game.
Edit: I may want to mention that I had all rare weapons maxed up until rebellion, and I wouldn't stop getting gear.

If it makes you feel any better, out of 14 PSPs, I got the Krysae 7 times and pretty much every single Rebellion character at least once.

By the looks of your manifest you never had much rares before those PSP's.

The store system is not random, it is an algorithm. It's the only way to explain getting 5 Kishocks out of 30 rares cards.

Though I got 6 new items out of those rares, 3(+1) characters, 1 gear, 1 weapon and no ultra rares.

Assuming you never had anything from Rebellion, without including your Gear, that's 46 rares you could get. Including the new weapons from Earth that 66 rares.

So while it was a bit of bad luck the chances were quite low anyway.

Only had 3 PSPs & 3 SPs and have gotten 3 new characters, IV shotty and II pistol (not even sure what the new ones are called). I'm happy.

But you're currently missing 29 Rare character upgrades, that's a lot (no idea how many Rare character upgrades you got in your spree).

I agree, it sucks, but while you had your Rare weapons, not having the Rare characters maxed out will hurt you (I know it hurt me).

I agree, it sucks, but while you had your Rare weapons, not having the Rare characters maxed out will hurt you (I know it hurt me). 

I'm in the same boat, except I only need 1 character from rebellion, I managed to get a new earth character within 2psp's. After 2mil spent got 4 new character, more than once for customisations & and 2 new weapons quite a few times. Plus a few UR's but the new assualt rifle.
OP, did you buy the psps all in a row? Every 2 or 3 psp's see what you get, if weapons, stop, buy again after 30 secs/1mins after loading up a different character. If you get characters, keep going until 1or 2 psps with no characters. Like someone said, its not quite random. This is what I did and worked a treat.

Wow.  I feel for you, that's a downer.  3 million is not easy to save.

I spent 2.5 million and got all the chars and rare weapons to "X".  However, I only got 2 URs (none of which were the harrier or the particle rifle.)

Buy PSP then SP then PSP and so on. If you keep buying just PSPs you'll practically get the same thing over and over.

I had all characters and all rare weapons maxed out before the earth dlc. Got five new characters in 16 psp's.

From the looks of your manifest you're still missing some rare characters that didn't even come with the new dlc. You still got a ways to go. Hang in there!

Some BioWare guy said you had to restart the game after you patched it, if it was running. If you didn't... well, we know why you got none of those soldiers.

That said, I only unlocked the Salarian Infiltrator today when I spent credits on packs. It had evaded me for ages.

Bioware needs to either increase the chance of the new items dropping, or make a seperate crate for dlc, or make spectre packs and premium spectre packs cheaper!
