This, like many video games, rewards you for the time you put in. Many video games cannot provide completion, or even remotely approach completion, if you do not put significant amounts of time into them. This game requires significant amounts of time. Yes, it's free, since we play for fun, not to get stuff, at least I do, which is health. So we enjoy the game, and get free stuff by enjoying it, unless you want to pay, then it was your decision.
YOU don't want this stuffs, The DLC, the store, the packs are made for everyone, not only for you. In the same way you are frustrated because there's more things to unlock, there's people happy because they finally have new stuff to get...

Unlocking things is a big part of the game for me, and a lot of other people I'm sure. Making it linear, ie letting you choose would just make the system incredibly stale and boring imo.
I do think an ultra rare pack would be a good idea though.
maybe 500000 or 1000000 for a guaranteed UR (among some other random stuff).
I dunno about the price but it would need to be a lot. And of course it would have to still be a random UR.

If you dont have the DLC installed you wont have the items from said DLC dilluting your pool, eventually your bound to get your Harrier since the RNG is running out of options.

Welcome to video games? Buying a new suit of armor in an old school RPG cost money. Money you grinded for by killing enemies in random battles. If the developers somehow released a free equipment pack that granted you new equipment to buy, its still free. The earning of money is playing the game.
If you are bored playing the game for equipment, then stop playing. That is the ultimate goal of this MP; to collect all the stuff. Even with the random system, its still all a matter of investment. All Rares will eventually be unlocked, and after that, you have about a 1 in 10 UR unlock chance. Its random, but its fairly consistant over large samples. Your "purchase" of these items is made with in game money that you get by playing the game. You don't care about playing the game, you just want the level 10 gun you like to use... most likely so you can stop using it and quit playing a game you no longer enjoy.
Just do us, and yourself a favor. Change whatever value you need to change on some spreadsheet buried in the game files, feel a brief moment of joy seeing all the weapons you want at level 10, and move on to another game, preferably one you enjoy playing more than you enjoy looking at and modifying spreadsheets.

i got 5 ultra rares but that wasnt one of them.
i reinstalled the dlc and played the game.
