OK, I used the toolset to duplicate then modify the stats on some items (weapons, rings, etc) then renamed the .uti files created by the toolset to the same name as the origional item and moved the file to my game override directory.
The newly changed items show up correctly when I find them in-game.
BUT
If I save the game, quit, then come back later the new items are gone from inventory and character equipment slots. (Example - I altered an axe, found it in game, equiped it on an NPC, later I saved the game, quit the game, when I reloaded later to continue playing the item was gone from the NPC's weapon slot).
What did I do wrong here?

I changed the model used by some base items (mage coneheads), exported them (automatically places the .uti in the appropriate override folder), and have never had a problem. I suspect your issue has something to do with duplicating the item before editing it, but couldn't say for sure.
