So I am level 12 now, And I just finsihed killing Jarvhia.  I decided to suspend the Orzammar quest and go back and get Wynne, which I didn't do before.  Gotta level up some more as well.  What level should I be for the second half of that Orzammar questline?  

Second question centers around tactics.  I have Allistair, Morrigan, and Zev in my group.  I will probably replace Zev with Wynne when I get there, but for now that is who I have.  What should my tactics look like for Alistair and Morrigan.  Also if you could help with some tactics with Wynne too.

mobs tend to be automatically leveled to a similar level to the PC when you first enter the area, so you should be fine
