I'm never sure anymore. If you have the shining matrix after an Energy drain, its working, but lately I havent seen it.
Its definately bugged, but I think it works in some situations.

I know this is kind of thready bumping buuut I figure I would ask anyway, what kind of gear would you recommend? Omni-Capacitors maybe?

Anything that bumps up Shields, Shotgun or Melee Damage. Personally the Stronghold package is pretty niffty, but the Juggernaut and Beserker packages are pretty good too.

On a seperate note, Im beginning to think the Paladin shield operates on the same mechanics as the Guardian shield.
Firstly, both shields have some form of Health, although the Guardians shield makes hitmarkers, it is pretty much indestructible.
Secondly, both can be slotted with a Geth Plasma Shotgun. You can do it to Guardians, and Hunters can do it to you.
Thirdly, explosions to the flanks of your shields still do damage. Using the Krysae on Guardians, and Primes on you.

I think Ravagers are bit of the Second and Third.

Sadly, this guide is a little out of date with the new changes in the last patch, especially the changes to cryo/flame explosions.
You're right about skipping incinerate, but I feel that it's for the wrong reasons. Incinerate is a very underrated power. The problem is that everyone thinks you should take damage over radius. It's best as a fireball. Hit a small crowd of enemies with the DOT and its value will show itself.
Also, the recent patch fixed the evolution that caused extra damage to frozen/chilled targets. Because it didn't. It was bugged.
I skip it in my build, but incinerate is a highly viable power.
I only skip it because the Paladin is easily one of the best charging melee attackers in the game.
Energy drain for damage mitigation. Rush the enemies. Snap freeze to debuff. Fire shield smash. Shield defense. Freeze again. Fire a lot. Lead your party into battle. If your score is lower than others, then you should be more bold. The Paladin excels in your enemy's FACE.
Also, the shield block works very well on all difficulties. You just have to dodge to the side before it breaks, use a power, fire your guns, and shield up again.
Y'know, I think I might write my own guide.
I hope I haven't come off as insulting. It's just my favorite class is all.
