Why oh why can't Bioware let all Mass Effect CE copies have the same DLC?

The closest gamestop to me is quite a distance so I prefer online order. But I can't preorder it online and gamestop is the only one with the blackstorm gun. If EA themselves had the same DLC options I wouldnt complain...just a suggestion on future bioware games. How about giving all the CE copies the same download's?
