You could make it work for some of the others, albeit perhaps not for the entire game, without having to change things around too much:
Mordin - Let him be a squadmate for the Sur'Kesh / Tuchanka sequence (barring, I suppose, the final "summon the thresher maw sequence"), just like they did for Tali during the Rannoch sequence even though she can die at the end.
Miranda - She joins up after your initial meeting on the Citadel and continues chasing leads on her father and sister from on board the Normandy. Right before the Thessia mission, she gets an urgent communique and leaves in a hurry to pursue the two of them, then you catch up with her again on Horizon. (Or she gets in a fight with Liara over the XO quarters and Liara kicks her off the ship.
Grunt - Could join after Utukku, as long as he survives. Somebody else can take over whatever's left of Aralakh Company.
Jacob - Could also join up if he's confident that Brynn and the rest of the Cerberus defectors are all somewhere safe now.
Jack - Similar situation, have the students go with Kahlee instead.
Thane (poor health) and Legion (highly scripted role in the Rannoch sequence) are the only two for whom it probably just couldn't be done.

Wait, does that happen if you just skip Samara's loyalty mission altogether, or only if you do it and :shudder: choose Morinth over Samara?
I do have one playthrough where I skipped Samara's mission and she died on the Collector Base, and I think I'd have noticed a banshee named "Morinth" in the Earth sequence, but it's possible I missed it.

you have to play loyalty mission with certain amount of paragon/renegade to get morinth alive and samara dead..
i would love to see more about morinth/samara

Both characters could show up for Retake Omega, should it indeed come to pass, but they could also have replacements with less player investment. Already on the vanilla side of things, this is how Mordin is handled. This is how Jacob is handled, kinda. This is indeed how Legion is handled.
Wouldn't having Aria as a guest character be better for the Retake Omega stuff?
It would be cool to have a new Asari in the mix there if you ask me.

Aria would of course be in it. And Aria could of course become a temporary squadmate if that's how the designers feel the DLC would best be served. But Miranda, Jack et al don't need to be playable to get more content. No one does. It would be nice, but it isn't necessary.

A bit like the Suicide Mission but instead of losing squad members, if you don't pick the right people the station is more and more damaged, impacting how effective Aria's force would be.
From a gameplay standpoint it would be as such:
If you fully "save" Omega, you get a new armor set made from recovered technology, a few new mods and more credits and Aria has her empire back.
Depending on how damaged the station is you lose access to some of that gear and money.
And Aria may not recover Omega at all.
It would be a bit of a throwback to the Suicide Mission and would be an interesting gameplay feature that would, IMO make the content much more appealing.

I would absolutely love a DLC involving Miranda and Samara. I never thought much about Miranda in ME2, but when I brought her along to the final boss and she quit Cerberus, it got me interested in her character progression for ME3. Plus I like Yvonne Strahovsky (is that how you spell her name?).
Samara would be awesome fun! I was so excited to see her during that banshee mission - hoping she'd be a temp. But she wasn't. I felt like the missions involving the ME2 squadmates should have been handled differently. They should have all been temp. squad. Perhaps even include a second mission for everyone where they can be allies then.
