It isn't all that true. Some people smile, others don't. I don't believe that can be tied to a specific race.
I'm white, and I NEVER smile in pictures. I feel awkward smiling for a camera. But that's because I'm not photogenic.

Regarding smiling on pictures...

I have a somewhat fake camera reflex smile learned from childhood. It's so unnatural for me that I get tics for holding it too long. *lol*
