Why is the option for peace between the Geth v. Quarians not appearing?

 And before you ask, yes I did check all the variables needed, I have more than enough 'points' to get the peace option - and an ME2 imported character to boot. It should be working, but it isn't. 
Is this part of the Extended Cut? Because that's the only logical conclusion I can reach. I've gotten peace before doing everything else exactly the same, hell in my other save I even rewrote the Heretics as opposed to just destroying them, and everything is lined up so that the option should be firing. Yet it isn't. What am I doing wrong?

And just in case, here's the variables I have.


-Koris was saved
-ME2 save imported
-Tali and Legion both present in ME3 with full loyalty.
-I have over four bars of reputation full, I'm only like 20 points away from filling the entire bar. Though over 1/2 of one of those bars is Renegade while the rest is Paragon. Nothing suggests it matters though. (Do I need a FULL bar now?)
-Destroyed the Heretics
-Tali wasn't exiled and didn't use the information about her father to do it.
-As suggested, forced both Tali and LEgion to make peace during their argument in ME2.
-Completed the Geth Fire Squadrons mission.

I've done everything to ensure peace, even the missions the Wikia says might trip me up, and it won't fire. I'm at a loss. Again, the only change in variables I've noticed is that I recently downloaded the EC to see what was new. Is this part of it?

Edit: And of course, the stupid thing won't let me test if the EC is the problem. Tried removing the content to double check and can't load that save now anymore. Does anyone have an answer?
