I don't know why, but I see a real difference in Liara's facial design in ME3 compared to the previous titles. I don't really know how to put it, but her eyes just look more... squinty.

She certainly experimented with her makeup a lot over 3 years. Dark lips, pink lips, eye shadow, no eye shadow, gray eyes, deep blue eyes, moderately blue eyes... Her face was rounder in ME1 and firmed up in LotSB/ME3, but she still looks Liara-like to me.

I think I prefer her LotSB look though. Her look in ME3 is nice and well textured, but makes her look older than she is supposed to be.

The changes seem appropriate, imo. Hell, I've changed my Shepard over the games to make him look affected by years/situations.

Her face went from being a more rounded face to one that is more defined and mature. To me, it feels like it has become less of a face model scan to more of Liara's own look. And I like that she looks more mature; its representative of how she has had to grow over the course of the games.
And she looks beautiful no matter what but I like her ME3 look the best.

Really they didn't she has virtually the same mesh and UV maps that she's always had the differences are in how they coloured her face texture and combined it with the normal maps. Textures play a huge part in making meshes look a certain way, you can with a flat 2d texture make a 3d object look like it has a different shape. Darker colours around eyes for example will make them look smaller in shape and their edges more defined.
Liara's UV maps across all 3 games are identical, that some people register a dramatic change really shows the power of colour palettes and makeup. All they did in ME3 was give her black eyeliner, purple eyeshadow and blush and some lipstick. Other than the added makeup it's a carbon copy of the LOTSB face. The LOTSB face being simple a retex of her ME1 face.

They didn't, all they did was improve her texture and darken her make up. But it's Liara, so of course people will whine and cry. Bioware could put her in a pink tutu and the haters would still whine.

It wasn't changed; just tweaked quite significantly over the course of the trilogy.

They didn't change her face model, but she did get slight redesigns for ME2, LotSB, and ME3. Sheploo, Ashley, and Kaidan also look slightly different from ME1 to ME3.
