Title says it all. Bioware, what on Earth made you think it was fair to have revives give only one or two bars of health??? It's ridiculous. More than anything else, this is why people die almost immediately after being revived. It is a ridiculous and unfair mechanic, and I serious hopely, Bioware, that you will consider altering this in the next patch.

And just to be clear, I am not talking about Medi-gel usage, which does grant full health. Just teammate revives.
