It's also possible that DA isn't even scheduled for financial Q4 2013 (I've read that it might've slipped to financial Q1 2014, which is actually about May-July next year using the normal calendar), and so its announcement could be even later.
I haven't seen DA devs confirm or rule out a Gamescom appearance, but it's worth keeping in mind.

Its probably in this thread even but I think Laidlaw insinuated not too long ago that they wouldn't have any new news out by PAX Prime which is after Gamescom.
Of the 3 games mentioned in the investor call, we already know the Army of Two sequel is one of the games, which leaves two left. In the conference call in May, EA made note that one of their previously scheduled games for fiscal 2013 was being pushed back to fiscal 2014. I think that's likely DA3, just based on the expack being cancelled and the fact that they likely ended preproduction on it about a month or 2 ago.
My guess is some sort of reveal in December at the VGAs with a scheduled release late 2013, around the same time as nextgen consoles come out.

It does seem kind of contradictory. On one hand they're saying they'll be more transparent and solicit more feedback and yet on the other, they're comitted to not showing anything or saying anything until they have something concrete to show and talk about. But you'd think at that point, the game is effectively set in stone in terms of the big picture.
