Hi, I'm about have way though my first play though and was wondering about a few things…
Dose the ring/amulet power have an effect on runes?
Example: I have a warrior with a +5 lightning rune, if I equip him with a ring with +10% electricity damage, dose this cause additional damage?
Another thing was about how high I should aim for on my attribute points? Is strength at 40 good?

I'm not 100% sure but it would make sense that the rune and ring effect would stack. Not sure if it would be worth it though.
As for your strength, I think you need to tell us what you're actually playing. 40 strength on a mage is bad, for instance.

warrior. Set up to be a tank but sorta suck at it. I've had Alistair tanking until he gets beat up then I take over.

Dex is a better tanking stat than Strength. Strength is mostly for armor requirements, so 40 is fine if a bit high (best armor that I can think of has 38 requirement).

Legion of the Dead armor requires 42 Strength. Juggernaut may also require 42, but I can't remember off-hand.
For a Tank, get Strength up just high enough to equip the best armor you can find, then dump everything else into Dexterity. Dexterity increases your chance to dodge attacks, and a Tank that doesn't get hit is far better than a Tank with a lot of health. Especially if he's popping Taunt at every opportunity.
If you decide to do another Warrior character, I'd actually recommend only taking your Strength to 34. There are 4 items that give +2 to Strength:
* Key to the City
* Andruil's Blessing
* Helm of Honnleath
* Harvest Festival Ring
That gives you +8 Strength, so you can take the 8 Attribute Points you would have used to get to 42 Strength and put them into Dexterity, making your Tank that much harder to kill.
For a Tank, get Strength up just high enough to equip the best armor you can find, then dump everything else into Dexterity. Dexterity increases your chance to dodge attacks, and a Tank that doesn't get hit is far better than a Tank with a lot of health. Especially if he's popping Taunt at every opportunity.

Also, have you been through the Broken Circle storyline yet? You get tons of +stats in the Fade...
But at any rate, aim for a grand total of 42 Str by endgame so you can wear the best armor. The ideal tank, IMO, goes sword & shield with full tier 7 dragonscale. Of course, by the time you can kill the High Dragon, you hardly need the boost, but it makes endgame all the more of a steamroll if you do it right. Dex and Stam with the rest of your points. There are many debates about the ideal ratio.
Personally, I load up my tank with as much +% healed gear as I can find. That and thick armor goes a long way.
If you want to be the main tank by the end of the game, you should probably spec Alistair more for DPS. Two tanks will be redundant later game, and the DPS will make a much more direct impact on close fights IMO.
